Motor Vehicle Crash Report Form

Anyone involved in a motor vehicle accident shall file a report within 5 business days. A report must be sent to the operator’s insurance company, RMV, and police department.

To receive your crash report, go to CrashDocs.org and enter your name, the date of the accident, and your accident number.

Commendations and Complaints

If you would like to commend a member of the Police Department, please submit the form below.

If you would like to submit a complaint against a member of the department, please submit the form below. A complainant will receive a response from the Topsfield Police Department within thirty (30) days regarding the status or conclusion of the investigation.


Public Records Request

Please submit public records requests by using the form below. Please reference all relevant data of the records request in the message. Written estimates will be mailed within ten days when the estimated cost to provide those records exceeds $10.00.


House Check Form

Residents interested in this program are to come to the Topsfield Police Department to complete and sign a Vacant House Check Form a few days before your departure. We ask that you call the Topsfield Police Department upon your return.

We have listed some additional safety tips when leaving your residence for any extended period of time.

-Make your home look as lived-in as possible while you're away.

-Give a spare key to a neighbor you trust and give them an emergency telephone number to reach you.

-Arrange to have your mail and newspapers either stopped or picked up daily.

-Have someone mow your yard or rake the leaves so your house looks lived-in.

-Use automatic timers to turn on a radio, television and lights at different times to hide the fact you are not home.

-Be sure you do not announce your absence on your answering machine message.

-Leave your blinds like you normally would if you were home. Only close them all the way if that is what you would normally do.

-Be sure to close and lock the garage as well as any storage sheds, gates, etc.

-Ask your neighbor to occasionally park in your driveway. If you are leaving a vehicle parked outside, have the neighbor move it periodically so it looks as though you are home.

Firearms Licensing – Application Information

Residents can now apply for a License to Carry (LTC) or Firearms Identification Card (FID) online through the Massachusetts Firearms Licensing Portal.

After submitting your application online, please mail your application fee to:

  • License to Carry (LTC): $100

  • Firearms Identification Card (FID): $100

  • FID (Applicants under 18): $25

Payment must be made by check payable to the Town of Topsfield.

All address changes must now be completed through the MIRCS Firearms Licensing Portal.
Paper forms are no longer accepted.

Eligibility Requirements

Applicants must:

  1. Be a resident of Topsfield or have a place of business in Topsfield.

  2. Be 18 years of age or older.

  3. Applicants ages 14–17 may apply with written consent from a parent or legal guardian.

  4. Complete an approved basic firearms safety course or a hunting safety course issued by the Massachusetts Division of Fisheries and Wildlife.

  2. Be 21 years of age or older at the time of application.

  3. Complete an approved basic firearms safety course or a hunting safety course issued by the Massachusetts Division of Fisheries and Wildlife.

How to Apply

  1. Complete the online application through the MIRCS Firearms Licensing Portal.

  2. Mail your application fee (check payable to the Town of Topsfield) to the Topsfield Police Department.

  3. Once your application and payment are received, you will be contacted to schedule an appointment.
